Unable to Lose Belly Fat

I am now 60 years old. I have been diabetic for many years. I used to do one-hour treadmill and sometimes even two-hour treadmill and lost about 30 pounds of body weight, and like that I was keeping my weight close to 150 Lb for the past 10 years.
But 2 years ago, I developed plantar fasciitis (foot pain) so I stopped doing treadmill. Though I was doing bike everyday, my weight jumped to 179 Lb. I tried to lose weight by eating less food, but my stubborn belly fat refuse to go away.
My current weight = 179 Lb.
My ideal weight should be = 155 Lb
So I need to lose at least 20 pounds.
Any suggestions you have to help me lose my belly fat will be appreciated.
